As required by the Higher Education Opportunity Act of 2008 and the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, colleges and universities are required to publicize emergency and evacuation procedures in conjunction with at least one test of the plan per calendar year. We are required to advise if the test was announced or unannounced, provide the date, time, location of the event, and a brief description of the test.

East Residence Hall Fire Drill ? Unannounced

EAST RESIDENCE HALL-Wednesday, October 24, 2012 at 2:00 pm

OBJECTIVE:? This drill was designed to simulate an actual critical incident and to test the effectiveness of Webster University?s evacuation and emergency notification procedures when a fire alarm was pulled.? We also took the opportunity to test our Crisis Response Team?s capability to respond to the incident.

GOALS:

  1. Effectively implement timely communication to appropriate parties on/off campus (Public Safety, Webster Groves Fire (WGFD) and Police (WGPD); Residence Life, Crisis Response Team and Administrative Council.
  2. Test the effectiveness of our communication policies through the use of cell phone, land line phone, emergency text messaging system and IP phone system.
  3. Test Residence Life Emergency Procedures
  4. Test and evaluate the effectiveness of our emergency evacuation procedures
  5. Provide simulated feedback to campus community on short and long term solutions.

Additional announced Fire Alarm drills were conducted at:

  2. WEBSTER VILLAGE APARTMENTS-October 30, 2012 at 5:15 pm

Tabletop Exercise (Train Derailment with chemical spill)-Announced

  • Friday November 16,? 2012 from 12:00 ? 2:00 pm
  • Loretto Hall Room 301
  • This exercise was used to test the University Crisis Response Plan in the event of a train derailment with chemical spill behind the East/West Residence Hall.

Test of Webster University?s Emergency Text Messaging System (ALERTS)-Announced

  • Tuesday October 16, 2012
  • At 10:00 am, a text and/or an e-mail message were sent to all users who have signed up for the service advising it was just a test of the system.? Messages were delivered within 1-5 minutes after activation.

Test of the IP Phone System ? Announced

  • Conducted on all buildings from Monday October 15 thorough Wednesday October 17, 2012.
  • Next planned test in December of 2012.

EMERGENCY NOTIFICATION PROCEDURES

In the event of an actual emergency, which poses an immediate threat to members of the Webster University community, the University has systems in place for communicating information quickly to those individuals. Some or all of these methods of communication may be activated in the event of an immediate threat to the campus community. These methods of communication include network emails; IP telephone systems and the use of the emergency text messaging system (WEBSTER ALERTS).? Students should take responsibility for regularly checking their Webster University email account.? In order to receive campus wide email announcement, students must have a university email account. Student email accounts are set up with the student upon acceptance to the university.

If the Department of Public Safety confirms that there is an emergency or dangerous situation that poses an immediate threat to the health or safety of some or all members of the Webster community, DPS and The office of Public Affairs will collaborate to determine the content of the message and will use some or all of the systems described above to communicate the threat to the Webster Community or to the appropriate segment of the Webster community, if the threat is limited to a particular building or segment of the population.

DPS and the Office of Public Affairs will, without delay, and taking into account the safety of the community, determine the content of the notification and initiate the notification system, unless issuing a notification will, in the judgment of the first responders (including; but not limited to, DPS, Webster Groves PD and Fire and other emergency response services), compromise the efforts to assist a victim or to contain, respond to, or otherwise mitigate the emergency.

After initial notifications are made in an emergency situation, Webster University will continue to update the community via the methods described above and may post updates on the Webster University website at http://www.webster.edu.

All emergency notification systems are tested on an annual basis by the Information Technology Department in conjunction with DPS and may or may not be announced.? All information concerning these tests is stored with the University Information Technology department.

WEBSTER ALERTS (EMERGENCY TEXT MESSAGING SYSTEM)

Webster Alerts is a campus alerts service that keeps you up-to-date on the latest campus information. Webster University has partnered with e2Campus to offer this service FREE to students, faculty, and staff. Using this service, Webster sends out text messages and/or emails containing emergency announcements and weather-related school closing information when necessary. Although optional, you are strongly encouraged to sign up for Webster Alerts. Reminders and instructions for setting up an account with Webster Alerts are sent out by the Informational Technology department 3-4 times a year.

Members of the larger community who are interested in receiving information about emergencies on campus can also sign up for the emergency text message system and can access the Webster University website to obtain information and updates in the event of an emergency on campus.

EMERGENCY RESPONSE

All members of the Webster University Community are encouraged to notify the Department of Public Safety of any situation or incident on campus that involves a significant emergency or dangerous situation that may involve an immediate or on-going threat to the health and safety of students and/or employees on campus. The Department of Public Safety along with the Webster Groves Police Department has the responsibility of responding to, and summoning the necessary resources, to mitigate, investigate, and document any situation that may cause a significant emergency or dangerous situation.

In addition, the Department of Public Safety has a responsibility to respond to such incidents to determine if the situation does in fact, pose a threat to the community. If that is the case, Federal Law requires that the institution immediately notify the campus community or the appropriate segments of the community that may be affected by the situation.

The University has developed a Crisis Management Plan that includes information about the University?s response to emergency situations.? The plan includes information about crisis response teams, incident priorities, communications, performance expectations, shelter in place, evacuation guidelines and local contingency and continuity plans.

Individual departments and/or building mangers on campus are responsible for developing contingency plans and continuity of operations plans for their staff and areas of responsibility under the umbrella of the Crisis Management Plan. Webster University?s Public Safety officers; crisis response teams and the crisis management team have received training in the Incident Command System and Responding to Crisis Incidents on campus and undergo refresher training annually.

The University conducts at least one tabletop exercise each year with our crisis response teams and tests the emergency notification systems on campus in the fall and in the spring in conjunction with our Information Technology Department. These tests are designed to assess and evaluate the emergency plans and capabilities of the institution.

The institution has general evacuation guidelines in place, in the event that all or just a segment of the campus needs to be evacuated. The plan would be affected by a myriad of factors, including the type of threat, the occupancy of the other buildings and areas of the campus at the time of the incident, etc.

Therefore, specific information about a multi-building or area evacuation cannot be shared with the campus community in advance. Most classrooms and/or office complexes on campus have evacuation maps posted within that identifies the route to take to reach a safe area within the building should the threat require a shelter in place (described in the next paragraph), or the route to take to reach safety outside the building in the event the threat requires building evacuation.? Students are encouraged to take a moment to identify these routes at the areas on campus they frequent.

Webster University also expects members of the community to follow the instructions of first responders on the scene, as this type of evacuation would be coordinated on-site. In some emergencies, you may be instructed to ?shelter-in-place?. If an incident occurs and the buildings or areas around you become unstable, or if the air outdoors becomes dangerous due to toxic or irritating substances, it is usually safer to stay indoors, because leaving the area may expose you to that danger.

Thus, to ?shelter-in-place? means to make a shelter of the building that you are in, and with a few adjustments this location can be made even safer and more comfortable until it is safe to go outside. This means that if an incident occurs and the building you are in is not damaged; stay inside in an interior room until you are told it is safe to come out.

If your building is damaged, take your personal belongings (purse, wallet, access cards, etc.) and follow the evacuation procedures for your building (close your door, proceed to the nearest exit, and use the stairs instead of the elevators). Once you have evacuated, seek shelter at the nearest University building quickly. If police, public safety or fire department personnel are on the scene, follow their directions.

General information about the emergency response and evacuation procedures for Webster University are publicized and is made available on the Department of Public Safety website.? The plan can be downloaded via the Webster University Connections portal.

Brochures of these procedures can also be obtained at the Department of Public Safety currently located at 572 Garden Avenue.

EVACUATION DRILLS

Fire evacuation drills are conducted in the fall of each year for East/West Hall, Maria Hall and Webster Village Apartments.? This is a coordinated effort between DPS, Webster Groves Fire Department and Webster University Student Affairs and Residential Housing personnel. Specific procedures for these drills are described in the Residential Housing section of this report.? In addition, the University Center conducts evacuation drills in conjunction with the same departments and agencies.

Congressional Black Caucus bids farewell to last GOP member

WEST PALM BEACH, Fla.?The Congressional Black Caucus will revert to a Democrats-only club when the 113th Congress convenes in January.

The group's sole Republican, Florida Rep. Allen West, conceded a contentious House race on Tuesday. West was the third Republican to join the caucus since its formation in 1971; the caucus' last Republican member was Connecticut Rep. Gary Frank who was unseated 16 years ago. Republican Mia Love, who said she planned to join the CBC if elected, lost her Utah House race. The only other black House Republican, Rep. Tim Scott of South Carolina, declined to become a member in 2010 and has not indicated that he will do so in the coming session.

West, an outspoken Army veteran and conservative whose rise to power was boosted by a groundswell of tea party support, was known as a rabble-rouser within the caucus.

As the lone Republican, he did little to shape the group's liberal policy stances. Outgoing CBC Chairman Emanuel Cleaver of Missouri added a disclaimer to official CBC statements stating they may not represent the views of all members. "I did that as chair, trying to be responsive to things he might be concerned about," Cleaver, a Democrat, told Yahoo News. When the CBC unveiled its budget blueprint in 2011, West was not present at the press conference to discuss it.

Democratic members of the CBC said that while West attended meetings, they didn't pay much attention to him.

"I don't have a real recollection of him at meetings," Texas Democratic Rep. Sheila Jackson Lee told Yahoo News. "We decided not to be distracted by name-calling."

But West couldn't always be ignored. During his two-year stint in Congress, he made a name for himself battling with Democrats, including fellow caucus members. For example, CBC members take turns providing lunch for their weekly meetings. When it was West's turn, he brought fast food, a move that irked his colleagues.

"That was an 'in your face,'" Florida Democratic Rep. Alcee Hastings told the Huffington Post. "Every member of the Congressional Black Caucus that was there was offended."

"His election is a cause for celebration," Pelosi exclaimed to applause.

CBC members said West's rhetoric?in statements on the House floor and to the media?furthered his outlier status.

"He called me a communist," Minnesota Democratic Rep. Keith Ellison, a CBC member and chairman of the House Progressive Caucus, told Yahoo News. "He said a person of the Islamic faith wasn't supposed to be in Congress at all. So look, I bear nobody any ill will, I wish him all the best, I wish his family the best, but you asked me a direct question and I gave you a direct answer."

Fellow CBC members' inflammatory comments about the tea party nearly drove West to leave the caucus in 2011, he said at the time. Indiana Democratic Rep. Andre Carson told CBC members in Miami that tea party-backed members of Congress wanted to see black politicians "hanging on a tree." Maxine Waters, a Democrat from California, said just a week before that "the tea party can go straight to hell."

"One of the things I'm starting to think about is reconsidering my membership in the Congressional Black Caucus, because I don't think that they're moving toward the right manner in which we're going to solve the problems not just in the black community but all across the United States of America," West said during an interview on Fox News' "Fox and Friends" morning program.

Ultimately, he decided to stay. But the troubled relationship between West and the caucus remained.

Donald Secures Wire-To-Wire Dunlop Phoenix Win in Japan

(Reuters) - World number three Luke Donald claimed a comfortable five-shot win at the Dunlop Phoenix tournament in Japan on Sunday after the Englishman fired a final round three-under-par 68.

Donald collected the 40,000,000 yen (309,850 pounds) winner's cheque after finishing with a 16-under 268 total at the Phoenix Country Club in Miyazaki Prefecture for his first Japan Tour title.

It was Donald's third win of the season, all on different tours, following his successes at the PGA Tour's Transitions Championship in March and the European's Tour BMW PGA Championship in May.

HP's fiscal 4Q to close the books on dismal year

SAN FRANCISCO (AP) ? Hewlett-Packard's fourth-quarter earnings will provide the latest snapshot of a technology pioneer struggling to regain its edge as its personal computers and printers lose their appeal in a market tilting toward smartphones and tablets.

WHAT TO WATCH FOR: The results, due out before the stock market opens Tuesday, will close the books on a miserable year for the company, which is based in Palo Alto, Calif. The latest reporting period spanning from August through October will likely mark the fifth consecutive quarter that HP's revenue has declined from the previous year.

The slump has deepened since HP hired Meg Whitman as its CEO nearly 14 months ago. Whitman so far has focused on cutting jobs and reorganizing the company's structure while repeatedly telling analysts and investors that it will take several years before the turnaround is complete.

Investors are getting tired of waiting. HP's stock has been trading at its lowest levels in a decade. Since Whitman became CEO, the company's stock price has sunk by about 40 percent. The shares gained 45 cents to $13.30 in Monday's late afternoon trading.

Whitman, who previously had a successful stint as CEO of eBay Inc., has maintained that she inherited a bloated, poorly managed company that hasn't been innovating quickly enough in any of its divisions, which span from PCs and printers to software and data storage.

All signs suggest HP lost more ground in the latest quarter. Two different research reports concluded HP lost more PC market share in the quarter, with one study asserting that Lenovo Group Ltd. had supplanted PC as the world's top seller of PCs. In another indication that the quarter was likely a rocky one, HP rival Dell Inc. last week reported its revenue and earnings shrunk as consumers and businesses embraced less expensive mobile devices for their computing needs.

HP and Dell share many of the same problems, raising the likelihood that their quarterly results will be similarly disappointing.

At least the fourth quarter shouldn't be as bad as the third quarter when HP sustained an $8.9 billion loss, mostly because of a charge to account for the diminished value of Electronic Data Systems, a technology consulting service acquired for $13 billion in 2008.

WHY IT MATTERS: Despite its struggles, Hewlett-Packard Co. remains a Silicon Valley icon and a major employer through the world. It is also one of the 30 companies in the Dow Jones industrial average, so its performance sways the widely watched barometer and affects perceptions about the overall health of the stock market.

WHAT'S EXPECTED: After subtracting certain accounting charges, analysts polled by FactSet predict the company will earn $1.14 per share on revenue of $30.5 billion.

LAST YEAR'S QUARTER: HP earned $239 million, or 12 cents per share, on revenue of $32.1 billion. If not for certain accounting charges, HP would have earned $1.17 per share last year.

Asian buyers help Hospices to record sales - The Drinks Business

Organised by auction house Christie?s, a total of 407 barrels of red and 111 barrels of white wine were sold at the 152nd annual auction, with the President?s Lot going under the hammer for ?270,000 ? its second highest price ever.

?The superb quality of the 2012 vintage, combined with the reduced quantity and the progression of global demand for great Burgundy contributed to this astonishing record result,? said Christie?s senior consultant Anthony Hanson MW.

While there were 30% more Asian buyers at this year?s auction than last year, Pierre-Henry Gagey, president of the Burgundy Wine Council (BIVB), said Burgundy plans to take a ?prudent? approach to wine sales in Asia.

Asian interest in the auction reflects the increase in demand for Burgundy in both Hong Kong and mainland China, which has raised concerns that more traditional markets might be deprived of rare Burgundy if the trend continues.

In response to increased Asian interest in Burgundy, a BIVB office opened in Shanghai this month, though much of the demand in 2012 has been fuelled by the Japanese market, with 2012 sales up 35% in value.

ZAGGkeys Flex: Portable keyboard for iOS and Android (review)

Tablets are supposed to be content consumption devices but with a decent keyboard they can become good creation devices. That's the situation driving interest in the Surface RT from Microsoft and the reason many portable keyboards are available for the iPad.

The iPad mini will eventually have keyboard/cases available but this early in its life those are not yet common. The small size of the iPad mini and other 7-inch tablets will likely make keyboard/cases a compromise given the small keyboard form required. The folks at ZAGG, makers of accessories for both iPads and Android tablets, have stepped in with the highly portable ZAGGkeys Flex.

The Flex consists of two parts: a keyboard unit that connects to a device via Bluetooth, and a case for the keyboard that turns into a stand for any device it's used with. The former is a great keyboard typical of the quality seen in ZAGG products, the latter not quite as good.?

The Flex keyboard is extremely light and about the width of a standard iPad. It's not quite full-sized for a keyboard but it's big enough to provide a good typing experience. Those familiar with other ZAGG keyboards, the ZAGGfolio for instance, will be happy to find the Flex is just as good.

Typing on the Flex is no-compromise with fast touch typing supported. The keys are well spaced and have good tactile feedback. There is a top row of special control keys typical on iPad keyboard accessories that provide useful control over the iPad mini I have been using it with. These include copy/paste, Home, Lock, and volume control over both iOS and Android devices.

There is a toggle switch on the Flex to change these control keys to work with either iOS or Android. I have tested it with the iPad mini and the Nexus 7 and they work as advertized. Some of the keys only work properly with one platform or the other, but most are dual platform capable.

The Flex keyboard charges via an included microUSB cable and like other ZAGG keyboards should last months on a charge. It is so light and small it can be thrown in any bag or briefcase with no penalty. It has the protective case for transport that unfolds Origami-style into a stand for a phone or tablet.

It is the stand where the ZAGGkeys Flex falls short. It is easy to unfold and change into a stand and includes embedded magnets to make it sturdy. Unfortunately this stand is not adjustable for a comfortable viewing angle, and this props both the iPad mini and the Nexus 7 up at an angle that makes it hard to see the screen.

I am tall so that plays a role in this uncomfortable viewing angle, but the stand really needs a setting that is less steep. It otherwise works as advertised but it's not very nice to use these tablets at this angle. I hope ZAGG will modify the stand to make this possible. It is such a problem for me that I would have to bring a separate stand to use the Flex on the go.

Conclusion

Those looking for a good portable keyboard to use with the iPad mini or other tablet will find the ZAGGkeys Flex to be a good fit. It is a solid keyboard that makes it easy to use with either iOS or Android. The stand works as advertised and shorter users may not find the steep viewing angle to be a problem but this reviewer does.
