Most of former Commissioner Paul Tagliabue?s 22-page ruling focuses on the question of whether and to what extent players should be subject to suspension for pay-for-performance/bounty programs that are administered by coaches.

But free-agent defensive end Anthony Hargrove?s seven-game suspension ultimately was fueled by allegations that Hargrove lied to investigators in March 2010, when the NFL first started to sniff around the Saints regarding the possibility that a bounty existed on former Vikings quarterback Brett Favre during the 2010 NFC title game.

So how did Hargrove beat the rap?

For starters, Tagliabue compared the suspension of Hargrove for obstruction of justice, to the $50,000 fine imposed two years ago on Favre himself for lying to the league in connection with the investigation regarding whether he sent inappropriate cell-phone photos to a former Jets employee.

?Although not entirely comparable to the present matter, this illustrates the NFL?s practice of fining, not suspending players, for serious violations of this type,? Tagliabue explains in his official ruling.? ?There is no evidence of a record of past suspensions based purely on obstructing a League investigation.? In my forty years of association with the NFL, I am aware of many instances of denials in disciplinary proceedings that proved to be false, but I cannot recall any suspension for such fabrication.?

That?s a very polite way of saying that, in Tagliabue?s opinion, Commissioner Roger Goodell went way too far in suspending Hargrove.

Tagliabue also points to the fact that coaches told Hargrove to lie, and that ?it is clear that Hargrove was under tremendous pressure to follow the chain of command in order to keep his job.?? It makes sense, even though Goodell had disregarded the reality that Hargrove was simply saying what he had to say in order to remain employed by the Saints.

Finally, Tagliabue relied on the ambiguity regarding the specific questions Hargrove was asked by invesitgators.? Denying the existence of a pay-for-performance program is different from denying the existence of a bounty on Brett Favre.? ?If Hargrove denied only the existence of the alleged bounty on Favre,? Tagliabue writes, ?[Hargrove] is no more guilty of conduct detrimental than the numerous Saints? defensive team members from the 2009-2010 season who have provided sworn statements or testimony to the same effect and who have not been suspended or otherwise disciplined.?

All things considered, it was the right decision.? And it makes the league office look wrong for so zealously pursuing a guy who was doing what he need to do and who may not have even been lying at all ? especially since, as Tagliabue noted, no action like this had ever been taken in 40 years of NFL history.

Celebrates Ribbon Cutting For New $1.5M School | Osprey Observer

Students, teachers and some 80 special guests have gathered in a brand new ?cafetorium? for plaques and presentations, as well as a ribbon cutting last month on what school officials called a gleaming new 12,000 sq. ft. charter school in Ruskin.

The celebration at Redlands Christian Migrant Association (RCMA) Leadership Academy located off U.S. 301, on the campus of Beth-El Mission, at 18234 U.S. Highway 301 South in Wimauma, marked the end of a fundraising campaign that began in 2008, a construction project that began in March and final touches on a cafeteria and auditorium that opened just one week prior.

School officials proudly emphasized that collectively the festivities? honored guests generated more than $1.5 million in donations for the project.

According to RCMA Director of Communications and Marketing Bill Coats, opening this fall Leadership Academy, currently cares for 52 students in grades six and seven, but at capacity, will serve 132 students in grades 6-8.

?It is a sibling to the 12-year-old RCMA Wimauma Academy, an elementary school next door,? Coats said. It was created to provide high-quality education customized to the bi-cultural lives of south Hillsborough County?s low-income families are extensions of RCMA?s larger role of early childhood education for Florida?s rural poor that runs 18 child care centers in the Tampa Bay area and 71 statewide.

RCMA Leadership Academy now boasts eight classrooms, a 900 sq. ft. area for administrative offices, the cafeteria and auditorium.

Honorees included Gary Wishnatzki, an RCMA board member and owner of Plant City-based Wish Farms, which along with an annual tennis tournament, accounted for more than $330,000 in donations to the Leadership Academy building campaign.

In Wishnatzki?s honor, the school named the cafeteria bearing his family name as well as planted a live oak on the grounds and mounted a painting of strawberry pickers in the office.

Also on the roster of honored guests was Tampa businessman John Kirtley, founder of Step Up For Students and leader of Florida?s movement for parental choice in schools.

Kirtley personally donated $100,000, while Step Up for Students matched that amount.

?A live oak was also planted in front of the school in honor of Kirtley and his family,? Coats said.

Also honored were two local groups that contributed more than $50,000 apiece: the Interfaith Council of Sun City Center and the Community Foundation of Greater Sun City Center.

?Building this school was like giving birth,? said Mainster. ?Once it was done, we could forget all the pain.?

According to the exec, the company's shiny new inbox was revamped with speed in mind, letting users access their messages "faster than ever before." Mayer also promised fewer distractions for consumers, with messages at the center of the new design, as well as a "consistent look and feel across devices," including platforms like Windows 8, iOS, Android and the web. Breakthrough in augmented reality contact lens

ScienceDaily (Dec. 5, 2012) ? The Centre of Microsystems Technology (CMST), imec's associated laboratory at Ghent University (Belgium), has developed an innovative spherical curved LCD display, which can be embedded in contact lenses. The first step toward fully pixilated contact lens displays, this achievement has potential wide-spread applications in medical and cosmetic domains.

Unlike LED-based contact lens displays, which are limited to a few small pixels, imec's innovative LCD-based technology permits the use of the entire display surface. By adapting the patterning process of the conductive layer, this technology enables applications with a broad range of pixel number and sizes, such as a one pixel, fully covered contact lens acting as adaptable sunglasses, or a highly pixilated contact lens display.

The first prototype presented December 5 contains a patterned dollar sign, depicting the many cartoons that feature people or figures with dollars in their eyes. It can only display rudimentary patterns, similar to an electronic pocket calculator. In the future, the researchers envision fully autonomous electronic contact lenses embedded with this display. These next-generation solutions could be used for medical purposes, for example to control the light transmission toward the retina in case of a damaged iris, or for cosmetic purposes such as an iris with a tunable color. In the future, the display could also function as a head-up display, superimposing an image onto the user's normal view. However, there are still hurdles to overcome for broader consumer and civilian implementation.

"Normally, flexible displays using liquid crystal cells are not designed to be formed into a new shape, especially not a spherical one. Thus, the main challenge was to create a very thin, spherically curved substrate with active layers that could withstand the extreme molding processes," said Jelle De Smet, the main researcher on the project. "Moreover, since we had to use very thin polymer films, their influence on the smoothness of the display had to be studied in detail. By using new kinds of conductive polymers and integrating them into a smooth spherical cell, we were able to fabricate a new LCD-based contact lens display."

BRUSSELS, Belgium ? Details of a plan for Greece to reduce its heavy debt by buying some of it back at bargain prices will be presented Monday to finance ministers from the 17 European Union countries that use the euro.

The ministers in Brussels will also examine a draft of the conditions that might accompany a bailout for the Mediterranean island nation of Cyprus. The size of that bailout will not be known, however, until an audit of the country?s banks is completed, and no decision is expected Monday.

Help for the banking sector will be an important component of the Cypriot bailout.

?The structure of the Cypriot banking system will not be the same in a year?s time, because it is one of the causes of the crisis,? an EU official said late last week. He only spoke on condition of anonymity because of EU rules.

Greece is currently fleshing out details of the bond buyback program that is intended to help stabilize the country?s debts. The country has announced that holders of Greece?s bonds have until Friday to register their interest in participating, but details of the program have so far been vague.

The country?s Public Debt Management Agency said Monday that the buyback should be completed by Dec. 17.

The program is a vital part of a plan to release about C44 billion ($57 billion) in bailout loans that Greece needs to stay afloat. The EU official would not reveal what the expectations for the buyback are other than to say, ?They are substantial.?

The official said he was confident the program would succeed. But he added that, if it proves significantly less successful than hoped, ?it will be a very, very challenging situation.?

As part of its willingness to participate in the continued Greece bailout, the International Monetary Fund has made clear that there must be in place a credible plan to reduce the country?s debt to sustainable levels.

On Tuesday, finance ministers from all 27 EU countries to consider a range of issues related to stronger central governance, including unified banking supervision for the bloc.

World Bank: Arab World hit hard by climate change

DOHA, Qatar (AP) ? The Middle East and North Africa will be especially hard hit by climate change in the coming decades, the World Bank said in a report Wednesday, saying the region will see less rainfall, more recording-breaking temperatures and rising sea levels.

Should temperatures rise as expected, the hotter conditions are likely to hit the region's $50 billion (?38.2 billion) tourism industry and further worsen its food security since many countries in the region ? especially Gulf states ? depend heavily on imports to feed their populations. Crop failures will also increase while yields will decrease and household incomes will fall, the report said.

The report was presented at the United Nations climate negotiations in Doha, Qatar, where nearly 200 delegates for the first time are in the Middle East to discuss cutting emissions in an attempt to ensure that global temperatures don't rise more than 2 degrees C (3.6 degrees F) over what they were in preindustrial times.

Temperatures have already risen about 0.8 degrees C (1.4 degrees F), according to the latest report by the IPCC.

"Climate change is a reality for people in Arab countries," Inger Andersen, World Bank Vice President for the Middle East and North Africa region, said in a statement.

"It affects everyone ? especially the poor who are least able to adapt ? and as the climate becomes ever more extreme, so will its impacts on people's livelihoods and wellbeing. The time to take actions at both the national and regional level in order to increase climate resilience is now," Andersen said.

Among the most critical problems in the Middle East and North Africa will be worsening water shortages, the World Bank said. The region already has the lowest amount of freshwater in the world. With climate change, droughts in the region are expected to turn more extreme, water runoff is expected to decline 10 percent by 2050 while demand for water is expected to increase 60 percent by 2045.

The World Bank said the region ? already suffering from searing summertime temperatures that can reach as high as 50 degrees Celsius (122 degrees Fahrenheit) ? needs to start preparing for an even warmer world.

The report urged countries to ensure their national policies were "climate resilient," starting with "collecting climate data to strengthening basic services." It also called for improved access to services such as education, health and sanitation, along with strengthening of social safety nets to compensate for sudden loss of livelihood and training schemes to "give citizens the skills and resources to navigate climate challenges."

Countries need to improve their infrastructure with an eye on climate change, including improved drainage systems to address worsening floods and measures such as sea walls to address rising sea levels.

"Reducing vulnerability to climate change will require concerted action on multiple levels," said Rachel Kyte, World Bank Vice President for Sustainable Development. "Political leadership now will be critical in establishing climate change as a national and regional priority."

The report concluded that climate change is already happening in many parts of the Middle East and North Africa.

Over the past 30 years, climate disasters have affected 50 million people in the Arab world, costing about $12 billion (? 9.2 billion) directly.

The report cited the 2006 flooding of the Nile River Basin, which caused 600 deaths, as well as the record five-year drought in the Jordan River Basin that ended in 2008. Of the 19 record temperatures in 2010, almost a quarter were from the Arab world, including Kuwait where temperatures reached 52.6 C (126.7 F) in 2010 and 53.5 C (128.3 F) in 2011.

In 2010, the Arabian Sea experienced its second-strongest cyclone on record, with winds as strong as 230 kilometers per hour (145 miles per hour) that killed 44 people and caused $700 million (?534.6 million) in damages in Oman.
