Concerns that the Syrian regime would use chemical weapons are putting the spotlight on these weapons of mass destruction.

Serious concerns have been raised about chemical weapons in Syria as unnamed US officials on Wednesday told NBC News that Syrian forces have loaded sarin, a deadly nerve gas, into bombs that can be dropped by planes.

The officials said the bombs had not been loaded onto planes and there was not yet a decision from Syria's leader to use them.

President Obama has said the use of chemical weapons in Syria is a ?red line? that would draw the US into the war. Embattled Syrian President Bashar al-Assad has denied that he?s planning to use them, unless international forces intervene. And Syrian officials have called recent accusations a ?pretext for intervention.?

The international community is now debating if and how to respond to this latest development.

As the situation unfolds, for many unfamiliar with sarin gas there may be some question as to what it is and just how deadly it can be. Though it?s classified as a weapon of mass destruction and is extremely lethal, it is not in the same league as nuclear weapons.

?Chemical weapons are not nuclear weapons. In order to produce a lot of damage they have to be distributed very efficiently. The problem with them is that they can be very deadly and efficient if used in population centers and their effects are indiscriminate,? says Daryl Kimball, executive director of the Arms Control Association.

?The explosion of a single chemical shell would not necessarily be a catastrophe if it went off accidentally at one of these storage sites, but the deliberate use of one chemical shell in a population center could be very deadly,? adds Mr. Kimball.

Sarin is a colorless and odorless nerve agent that can be attached to missiles and artillery rounds and is primarily lethal when inhaled but can also penetrate skin and clothing.

It evaporates quickly, though under the right conditions it can linger for up to five days. As a result, a sarin attack requires little clean up and areas affected by sarin can be quickly reoccupied, making it a desirable weapon for military units looking to advance without destroying infrastructure and equipment.

It was first developed in Germany in 1938, but there was no known use of it as a weapon, until 1988 when Iraq used it against the Kurdish town of Halabja. The Iraqi military is also believed to have used sarin against Iran during the war between the two countries that spanned from 1980 to 1988.

Most recently, it was used by the Japanese group Aum Shinrikyo which manufactured their own form of impure sarin gas and released it on the Tokyo subway in 1995. The attack killed 12 and injured at least 5,500 people.

It?s unclear exactly how much damage would be caused were Syrian jets to drop bombs filled with sarin gas on an apartment block or populated area, but experts say the attack would likely be lethal and devastating, creating a major impact.

    Startup Professionals Musings: Business Innovation Requires ...

    vg-trimbleMost people think innovation is all about ideas, when in fact it is more about delivery, people, and process. Entrepreneurs looking to innovate need to understand the execution challenge if they expect their startup to carve out a profitable niche in the marketplace, and keep innovating to build and maintain a sustainable competitive advantage.

    Everyone thinks they know how to make innovation happen, but I can?t find much real research on the subject. At the same time, myths about innovation are commonplace in business. Vijay Govindarajan and Chris Trimble, in their book ?The Other Side of Innovation: Solving the Execution Challenge? have done the best recent research I have seen on this subject.

    They take you step-by-step through the innovation execution process, in the context the ten most common myths about innovation, which I think makes their approach particularly instructive:

    1. Innovation is all about ideas. While it is true that you can?t get started without an idea, the importance of the Big Hunt is vastly overrated. Ideas are only beginnings. Without the necessary focus, discipline, and resources on execution, nothing happens.

    2. A great leader never fails at innovation. When in comes to innovation, there is nothing simple about execution. The inherent conflicts between innovation and ongoing operations are simply too fundamental and too powerful for one person to tackle alone.

    3. Effective innovation leaders are subversives fighting the system. Effective innovation leaders are not necessarily the biggest risk takers, mavericks, and rebels. The primary virtue of an effective innovation leader is humility. What you want is integration with real world operations, not an undisciplined and chaotic mess.

    4. Everyone can be an innovator. Ideation is everyone?s job, as are small improvements in each employee?s direct sphere of responsibility. Yet most team members don?t have the bandwidth or interest to do their existing job, and well as address major innovations.

    5. Real innovation happens bottoms-up. Innovation initiatives of any appreciable scale require a formal, intentional resource commitment. That requires the focus and resources from top executives to sustain, even initiate, relevant efforts.

    6. Innovation can be embedded inside an established organization. Some forms of innovation can be imbedded, like continuous product improvement, but discontinuous innovation is basically incompatible with ongoing operations.

    7. Initiating innovation requires wholesale organizational change. Innovation requires only targeted change. The first principle is to do no harm to existing operations. A common approach that works is to use dedicated teams to structure innovative efforts.

    8. Innovation can only happen in skunk works. Innovation should not be isolated from ongoing operations. There must be engagement between the two. Nearly every worthwhile innovation initiative needs to leverage existing assets and capabilities.

    9. Innovation is unmanageable chaos. Unfortunately, best practices for generating ideas have almost nothing to do with best practices for moving them forward. Innovation must be closely and carefully managed, during the 99% of the journey that is execution.

    10. Only startups can innovate. Luckily for entrepreneurs, many large companies are convinced that they must leave innovation to startups. Yet research suggests that many of the world?s biggest problems can only be solved by large, established corporations.

    Everyone agrees that the goal of innovation is positive change, to make someone or something better. Entrepreneurs need it to start, and established companies need it to survive. The front end of innovation, or ?ideating? is the energizing and glamorous part. Execution seems like behind-the-scenes dirty work. But without the reality of execution, big ideas go nowhere, even in startups.

    Reservoirs 'can affect rainfall'

    Researchers say that large man-made reservoirs can increase the intensity of rainfall and could affect flood defences.

    The scientists found that rain patterns around bodies of water in Chile were much higher than in similar areas without them.

    This "lake effect" could overwhelm flood defences which are often built without taking it into account.

    The study has been accepted for publication in the journal Hydrology.

    Previous research in this field has focused on the impact of dams on local climates. There is evidence that standing bodies like reservoirs and lakes can alter rain patterns by increasing the amount of water that evaporates.

    Some experts believe that you also get circulating air patterns in the atmosphere above the boundary between the water and the land and this can initiate thunderstorms and showers.

    The impact can be significant. One study showed that extreme precipitation increased by 4% per year after dams were built.

    In this latest work, researchers from the University of Talca, Chile, examined data from 50 rain gauges near reservoirs in different parts of the country.

    Chile has a large variety of climates ranging from areas that get 0mm of annual rainfall to places that get more that 4,500mm. The scientists found that the most intense rainfall was measured at weather stations located near water bodies, especially in drier climates.

    One of the authors, Dr Pablo Garcia-Chevesich from the University of Arizona told BBC News that the work had important implications for flood defences.

    "If you install a water reservoir that will change things totally and that will lead to flooding," he said.

    "Engineers get fired when there's flooding because they didn't do a good design, but in reality they did good work but someone else installed a water reservoir and the climate changed."

    "The bigger the water body, the greater the effect."

    Dr Garcia-Chevesich said this area of research was controversial because changing the design of flood defences was very expensive.

    Dam boosters

    Other scientists took a more measured view of the study.

    Dr Faisal Hossain, from Tennessee Technological University, said the Chilean study was purely observational and that while the lake effect changed rainfall patterns, the jury was still out on whether it increased or decreased the amounts.

    However, he said that he was hoping to bring the research to the attention of dam builders around the world.

    "We have modified the weather patterns in such a way that we didn't anticipate before building these reservoirs, and yes in the global context it might have serious ramifications," he said.

    Prof Richard Harding from the UK Centre for Ecology and Hydrology (CEH) said several studies had now pointed to the impact of reservoirs particularly in dry areas.

    "The physics says that it will happen, but I'm struggling a little to know how big an impact it is, and quite whether it is strong enough to change the design of flood defences," he said.

    Dr Harding suggested that the new study might provide ammunition for those who oppose the building of large-scale new reservoirs.

    The authors argue that they want engineers and designers to take this new work into account in planning new flood barriers.

    "In the US, they are very rigorous about taking climate change into account when talking about storm water management design," said Dr Garcia-Chevesich, "but this is new and should be taken into account too."

    (AP) ? Russian investigators on Friday accused a prominent opposition leader of fraud and money-laundering, intensifying legal pressure on the anti-Kremlin protest movement as it prepares to hold its next big demonstration this weekend.

    Investigators said they suspect Alexei Navalny and his brother Oleg of defrauding a transportation company of 55 million rubles ($1.8 million) by overcharging it for postal services. Navalny wrote on Twitter that the accusations were "utter nonsense" and suggested they were aimed at targeting his family in reprisal for his efforts to mobilize opposition to President Vladimir Putin.

    A 36-year-old charismatic lawyer, Navalny first made his name exposing corruption in state-controlled companies. He then spearheaded a series of street rallies in Moscow that drew up to 100,000 people before last March's vote that handed Putin a third presidential term.

    Navalny's personal assistant, lawyer and brother all told Russian media they had learned of the charges through news reports and were unaware of any summons for questioning.

    Brother Oleg Navalny's office was searched on Friday and so were the premises of the firm owned by Navalny's parents.

    Navalny was charged in July with stealing 16 million rubles (about $500,000) in assets from a state timber company, threatening him with a 10-year prison sentence. Navalny has called the timber charges "absurd" and "shameless."

    The Russian opposition is gearing up for another major demonstration on Saturday, marking roughly a year since the mass anti-Putin protests began. The Moscow city government has refused to authorize the opposition rally, so it is likely to be dispersed by police.

    Navalny's mother, Lyudmila Navalnaya, on Friday accused authorities of putting pressure on her son. She told the Ekho Moskvy radio station that the investigators' announcement aimed to "blackmail my son through his family, to keep him away from that march, to make him stop his political activities."

    She said the entire family stands by Navalny and his work.

    Investigators have accused several other opposition figures of crimes in the buildup to the protest. State-linked media released transcripts and audio recordings Thursday that the federal Investigative Committee said proved protest leaders, including prominent left-wing activist Sergei Udaltsov, had followed the orders of Georgian officials intent on overthrowing the Russian government.

    Google Maps brings a lot of great features back to the iPhone, including Street View and transit directions, and adds Google version of turn-by-turn navigation into the mix, all for free. However, some of those features aren't exactly easy to find.

    If you're just getting started with Google Maps for iPhone, here's everything you need to know.

    How to get turn-by-turn directions with Google Maps for iPhone

    1. Launch the Google Maps app from the Home screen of your iPhone.
  • Tap on the search field at the top of the screen.
  • Type in the name of the business or address you'd like directions to. If it pops up, just tap on it. If not, hit Search instead.
  • Now you'll see a map locating the destination. Tap the car icon in the lower right hand corner.
  • Choose the route you'd like to take. For some destinations, you will see multiple routes.
  • Once you chose the route you'll see another map view outlining your route.
  • Swipe up from the bottom of the screen to view turn-by-turn directions.
  • How to use voice navigation with Google Maps for iPhone

    1. Launch the Google Maps app from the Home screen of your iPhone.
  • Tap on the search field at the top of the screen.
  • Type in the name of the business or address you'd like directions to. If it pops up, just tap on it. If not, hit Search instead.
  • Now you'll see a map locating the destination. Tap the car icon in the lower right hand corner.
  • Choose the route you'd like to take. For some destinations, you will see multiple routes.
  • Once you chose the route you'll see another map view outlining your route.

  • Now you'll see a map locating the destination. Tap the car icon in the lower right hand corner.
  • At the top left hand side of the screen you will see some icons. Choose the bus icon to view transit directions and times or the walking icon to view walking directions and times. Tap on the route you'd like to take.
  • Tap on the transit info on the bottom of the map.
  • Now you'll see detailed information about your route that you can easily follow along with.

    1. Launch the Google Maps app from the Home screen of your iPhone.
  • Tap on the profile button in the top right corner. It is symbolize by the profile of a person.
  • Here you'll be taken to your account information.
  • Tap on the gear icon in the upper right hand corner.
  • Tap on Maps history.
  • Here you can see all the routes and directions you've previously queried. Tap on any one of them to view them again.
  • How to use Street View with Google Maps for iPhone

    1. Launch the Google Maps app from the Home screen of your iPhone.
  • Tap on the search field at the top of the screen.
  • Type in the name of the business or address you'd like directions to. If it pops up, just tap on it. If not, hit Search instead.
  • Tap on the location name in the bottom left corner next to where you'd tap to get driving directions.
  • If Street View is available for that location, you'll see a preview on the summary page.
  • Tap on the Street View icon to view a full version of Street View.

    That?s the suggestion from?Dr Melissa Stoneham, in her latest report from the?JournalWatch?service of?The Public Health Advocacy Institute WA.

    Remember Sid the Seagull? The life-size sun safe seagull who over thirty years first graced our television screens with his Slip, Slop, Slap message?

    That advice, given back in the early 1980s was so logical, so simple, so easy to remember and it was widely followed.

    Since that campaign, schools, kindergartens and even workplaces have got on board with the SunSmart message. We have seen the Me No Fry and the You Can Leave Your Hat On campaigns come and go?.but in recent times it seems the SunSmart message has been diluted ? almost missing from our TV screens.

    Did we listen to Sid?s message and are we as sun safe today?

    Well, according to a recent journal article published in the Medical Journal of Australia, we clearly can do better! The authors, led by Marloes Fransen, from the Department of Medicine at the University of Melbourne set out to report the burden and cost of non-melanoma skin cancer (NMSC) treatments in Australia and to project estimates of numbers and costs to 2015.

    Non-melanoma skin cancer (NMSC), which includes basal cell carcinoma (BCC) and squamous cell carcinoma (SCC), is the most common and expensive cancer in Australia. We also know that NMSC is caused by sun exposure.

    But as NMSC are not required to be reported to cancer registries in Australia, it makes it very difficult to estimates the number of treatments and costs. To overcome this data gap, the authors used Medicare data to report the annual numbers of NMSC treatments between 1997 and 2010, to calculate the costs associated with these treatments and then predict the numbers and costs for the year 2015.

    What they found was that between 1997 and 2010, Medicare claims were made for 412 493 and 767 347 NMSC treatments, respectively, representing an increase of 86%. The authors calculated that by 2015, the number of NMSC treatments will be 938 991. This represents a doubling in the number of NMSC treatments between 1997 and 2015.

    Those most likely to seek treatment were people aged 55 years and over, but this is no surprise as the latency period for skin cancer lasts from several years to decades.

    The study also reported the total treatment cost, adjusting for health inflation, was $511.0 million in 2010 with an estimate to increase to $703.0 million in 2015. Those living in Queensland and New South Wales accounted for most of the cost associated with treatment of NMSC.

    With the escalating costs to both the community and government, it is time to ask for Sid the Seagull to come back?

    Knicks Top Lakers, 116-107: Carmelo Anthony Scores 30 Before Ankle Injury (VIDEO)

    NEW YORK ? Carmelo Anthony scored 22 of his 30 points in the first quarter, and the New York Knicks held on after he departed with a sprained left ankle to beat the Los Angeles Lakers 116-107 on Thursday night in coach Mike D'Antoni's return to Madison Square Garden.

    Firing in 3-pointers and moving the ball to open shooters, things they often struggled to do under D'Antoni, the Knicks won for the eighth time in nine games and improved to 9-0 at home for the first time since the 1992-93 season.

    Meanwhile, things are starting as poorly for D'Antoni in Los Angeles as they ended in New York. The Lakers, still without Steve Nash and Pau Gasol, were never really in the game while losing their fourth straight and falling to 9-14.

    Raymond Felton scored 19 points, and Tyson Chandler and J.R. Smith added 18 apiece for the Knicks.

    Kobe Bryant had 31 points and 10 rebounds for the Lakers. Metta World Peace finished with 23 points and Dwight Howard had 20.

    The Lakers did cut what was a 26-point deficit to 113-107 when World Peace converted a three-point play with 1:27 remaining, but the Knicks took more than a minute off the clock while twice grabbing offensive rebounds on the next possession before Chandler made a free throw with 18 seconds to play.

    Anthony, playing at an MVP level after he struggled last season under D'Antoni, made his first three 3-pointers, nearly reaching his NBA-leading average of 9.7 points per first quarter before 2 1/2 minutes were even gone. Bryant tried to keep pace but the Knicks couldn't be stopped, making 17 of 23 shots (74 percent) and building a 41-27 advantage.

    Anthony finished two shy of the franchise record for points in a quarter, held by Willis Reed and Allan Houston. And he was easily on pace to pass Bryant's building record of 61 points, though he didn't even get halfway there after playing just 5 minutes of the second half.

    When it was over, D'Antoni shook hands with Mike Woodson, who replaced him on the New York bench, and a couple of Knicks players before walking off after another rocky night with the Lakers.

    He's often been considered an offensive genius whose teams are poor defensively, but right now the Lakers don't really look good on either end.

    The Knicks made 22 of their first 30 shots overall and started 8 of 10 behind the arc. Even when the Lakers tried to defend, it didn't work. Howard batted the ball away from Rasheed Wallace in the post, so Wallace simply retrieved it in the corner, buried a 3-pointer, and the lead ballooned to 58-32.

    It was 68-49 at the break, but the Knicks lost some of their flow when Anthony went to the locker room with 6:41 left in the third quarter and a 17-point lead. He had landed awkwardly after being fouled by Howard on a drive to the basket, and though he was able to stay in to shoot the free throws, Anthony was removed at the next whistle.

    D'Antoni was loudly booed during pregame introductions, Knicks fans who appreciated the rugged defensive teams of the 1990s never truly embracing his offense-first style. D'Antoni said he enjoyed his time in New York and said earlier Thursday the Knicks, who lead the NBA in 3-pointers per game and fewest turnovers, were playing the way he'd like his team to play.

    Sure enough, they made 12 3-pointers, right at their average, and turned it over just six times.

    D'Antoni couldn't get the Knicks' offense going last season and tensions between he and Anthony seemed strained, though both denied it, when he resigned in March with the team threatening to fall out of the playoff race. The Knicks went 18-6 down the stretch under Woodson, who said he has kept aspects of D'Antoni's system while adding in some wrinkles of his own.

    The result is a team that has shot to the top of the Eastern Conference with a 17-5 record.

    NOTES: The Knicks opened a six-game homestand. They don't play on the road again until they visit the Lakers on Christmas. ...
